“中国-东盟大学生短片节”征片活动

一、总则

“中国-东盟大学生短片节”（英文：China-ASEAN International Student Short Film Festival）是由中国高等院校影视学会、广西电视台、广西艺术学院共同主办，广西艺术学院国际交流处、广西艺术学院影视与传媒学院、中国高等院校影视学会微电影创研中心（广西艺术学院）承办，中国高等院校影视学会微电影专业委员会协办的面向中国和东盟国家大学生的国际短片节。

二、宗旨

“中国-东盟大学生短片节”的宗旨是鼓励中国和东盟国家大学生创作优秀短片，发掘和培养影视短片艺术创作人才，促进中国-东盟的影视艺术教育发展，搭建中国-东盟大学生影视文化艺术交流与合作的国际平台。

三、活动内容

“中国-东盟大学生短片节”的活动内容包括：短片创作、作品评奖、宣传推广、作品展映、颁奖典礼、创作研究等几大活动版块。

五、活动对象

本次“中国-东盟大学生短片节”征集的短片包括中国（含港、澳、台地区）及东盟国家地区的在校大学生（含进修生、大专生、本科生、研究生以及留学生）创作的短片，以及毕业两年内的大学毕业生在校期间创作的短片（本科生在2012年以后在校期间创作、研究生在2013年以后在校期间创作）。

六、活动作品征集要求

（一）活动作品内容及类型

“中国-东盟大学生短片节”鼓励具有较高思想性、艺术性和审美性的，反映中国和东盟国家内容题材的原创作品，且作品内容不得涉及色情、暴力、民族歧视、宗教歧视和种族歧视等内容。

1、主竞赛单元

“中国-东盟大学生短片节”的主竞赛单元的短片类型为：剧情片、纪录片、实验片和广告片（环保公益广告）四个类型。内容与题材不限。

2、企业广告单元

本次大赛特设“博世科”企业广告单元。参赛者须围绕广西博世科环保科技股份有限公司的企业理念：“博览世界，科技为先”，创作带有博世科企业形象、产品、标志的企业短片广告。具体企业信息创作者可登陆博世科官方网站了解：www.bossco.cc。

（二）活动作品规格要求

1、作品时长不得超过30分钟（含片头片尾字幕）；

2、作品必须要有英文字幕；

3、作品须为AVI、MOV、MP4格式作品，且分辨率不小于1080P。

（三）版权要求

作品严禁剽窃、抄袭。参加活动者应确认拥有作品的著作版权。活动期间征集到的作品的署名权归作者所有，所有权等其他知识产权权利归主办方所有。作者需妥善解决作品使用的剧本、脚本、镜头、音乐等素材的版权，确保作品无版权争议。

作品投递参赛后，将视为作品的作者同意“中国-东盟大学生短片节”主办方以及赞助商获得作品展示及推广的权力，主办方和赞助商拥有所有参赛作品的使用权和展播权。

（四）提交方式

参赛作品需向“中国-东盟大学生短片节”组委会邮寄作品资料1份，同时向组委会官方邮箱（caissff@163.com）发送作品资料1份。

作品资料包括以下内容：作品的视频文件1份；作品预告片的视频文件1份（30秒以内）；《2018首届“中国-东盟大学生短片节”报名表》1份；作品海报1张；作品剧照1张。

七、奖项设置

（一） 主竞赛单元

主竞赛单元分设：剧情片单元、纪录片单元、实验片单元、广告片单元（环保公益广告）一等奖、二等奖、三等奖。

（二）企业广告单元

企业广告单元设：企业广告一等奖、二等奖、三等奖。

（三）作品单项奖

参加主竞赛单元和企业广告单元的所有作品设：最佳编剧奖、最佳导演奖、最佳男演员奖、最佳女演员奖、最佳摄影奖、最佳声音奖、最佳剪辑奖、最佳美术奖、最佳创意奖（针对环保公益广告和企业广告单元）。

（三）指导和组织奖

根据作品得奖和参加院校的情况分设：优秀指导老师奖、优秀组织奖。

八、评奖标准

（一）评分标准

作品应具有较高的思想性、艺术性、审美性。作品内容完整，声画精良，立意鲜明，手法新颖，格调高尚，感染力强，富于创新。

（二）评分规则

坚持公开、公平、公正，体现权威性。按照“审片-评定-投票-计票”的程序，以评分结果确定作品入围和获奖。实行回避制度，评委会成员如有作品参赛，或与参评作品有密切关系者应主动回避。同等条件下，最近时间完成的作品优先入选。

（三）评选程序

初评：每件作品提交后，由初评评委会审核并评选。

复评：在初评结果中，由复评评委会评选入围作品以及最终获奖作品。

本活动邀请函中未列事项或未尽事宜，最终解释权归组委会秘书处负责。

TheFirst China-ASEAN International Student Short FilmFestival (CAISSFF)

1. General principles

The China-ASEANInternational Student Short Film Festival (CAISSFF) is hosted by ChineseCollegial Association for Visual Art (CCAVA), Guangxi Television and GuangxiArts University; organized by International Education College, Guangxi ArtsUniversity,College of Film, Television and Media, CCAVA Short Film Development(Guangxi Arts University); co-organized by Guangxi Arts University and Micro FilmCommittee of CCAVA.

CAISSFF is aninternational short film festival that gives Chinese and ASEAN college studentfilmmakers the opportunity to participate in a challenging and fun initiative.

2. Goals

CAISSFF aims toaward Chinese and ASEAN college studentsfor making good short films; tocultivate and promote the art and science of film through education andcross-cultural awareness; to enrich, educate, entertain, initiate culturaldialogue and celebrate cinematic excellence in both China and ASEAN countries;to build an international platform for the film and TV culture exchange andcooperation between Chinese and ASEAN students.

3. Content:

CAISSFF iscomprised of several units, including short film creation, film awards, mediaand promotion, film screenings, the award ceremony, symposiums and so on.

5. Contestants

The participantsshould be students (including scholars, undergraduates, postgraduates, andinternational students) from China (including Hong Kong, Macao and TaiwanDistrict) and ASEAN countries. Theparticipants, who can be graduated withinrecent two years,must beundergraduate students before the film was completed(undergaraduates should be completed the film after 2012, and postgraduatesshould be completed the film after 2013 ).

6. Films requirements

Film contents and submission categories

CAISSFF encouragesthe original films that reflect the regional themes of China and ASEANcountries with high artistic and aesthetic qualities. The contents of the filmshall not involve pornography, violence, ethnic discrimination, religiousdiscrimination, racial discrimination, etc.

Main competition

CAISSFF calls forfour short film categories including Narrative feature films, Documentaryfeature films, Experimental feature films, Advertising films (public serviceadvertising on environmental protection)with no specific limitation of contentand theme.

Corporateadvertising

CAISSFF has thespecial corporate advertising section for Guangxi Bossco EnvironmentalProtection Technology Co., Ltd. In this section, the content of theadvertisement should be focused on Bossco’s motto, which is “Turning Scienceinto Reality”, and should include Bossco enterprise image, products and logo.More information can be found on the company official website: www.bossco.cc.

Format requirements

1) Films shouldnot be longer than 30 minutes (including credits titles);

2) Films must bewith English subtitles;

3) Films should bein an AVI、MOV、MP4format, the resolution should be no less than 1080P.

Copyright requirements

Filmsparticipating in CISSFF should be released later than January 2015. Plagiarismis strictly prohibited. The participant should confirm the copyright of thefilm. The entrants should ensure that theparticipating film does not have anyright defects, and the entrants are liable for the consequences of any relateddisputes.

Participation inCAISSFF implies adherence to this regulation. Once the film is submitted, theparticipant is deemed to give consent to theCAISSFF sponsor the right ofprojection, the right of information network dissemination, and the rightstouse the film. Each film in the competitive sections may have public screeningsduring the Festival.

Submissions

The entry filmshould be provided in a USB flash disk for posting to the Organizing CommitteeOffice, and email to the official address caissff@163.com.

The entry materialshould include the following contents: video file of short film，video file of the trailer (within 30s), CAISSFFapplication form, film poster, film still.

a. All the submitted film via USB, DVD or Blu-ray mustpost as follows (the USB, DVD or Blu-ray will not be returned to the author oncethe application submitted successfully):

a. Main competition

Four categories inthe main competition section include narrative feature films unit, documentaryfeature films unit, experimental feature films unit, and advertising films (Publicservice advertising on environmental protection) unit have first prizes, secondprizes, third prizes respectively.

b. Cooperate advertising

The special commercial advertisement prizesinclude first prizes, second prizes, third prizes

c. Individual awards

Individual awardsinclude Best Screenplay, Best Director, Best Actor, Best Actress, Best Cinematography,Best Sound, Best Film Editing, Best Arts/Set Direction, Best Public-Interested,Best Creativity (public service advertising on environmental protection andCooperate advertising only).

d. Mentoring and organizationawards

Excellent TeacherAdvisorAward, Excellent Organization Award.

8. Award criteria

Scoring standard

Short films shouldhave considered being of high artistic and aesthetic qualities. The short filmsshall contain all elements required, being complete in contents, perfect insound and picture, clear in intention, innovative and elegant in fictionstyles, and being strongly artistic and creative.

Scoring rules

The scoring ruleswill stick to open, just, fair principles to reflect authority. According toprocedures of “examination-evaluation-voting-counting” procedure, the scoreresults will determine the finalist and award. Committee members should followthe avoidance system if they are also the participants in the competition orare involved in the participating films. On equal terms, the committee willgive preference to the latest film.

The selection process

Preliminaryassessment: After the short film is submitted, it will be examined andevaluated by the preliminary assessment committee.

Re-assessment: Thefinalist and final prize will be chosen from the preliminary assessmentresults, and be awarded by the committee.

9. Appendix

SPECIALEXPLANATION:If there is any dispute concerning the regulations, the committee secretariatofCAISSFF reserves the right to make the final decision.
